Sniper Binoculars Question?

I've noticed on some movies involving snipers that the sniper has a partner with him that has some sort of binoculars or something that he looks into and tells the sniper how to adjust the scope for the wind and distance of the shot what is this instrument, what is the sniper adjusting

1st drugs store off, mr. MP/Sniper doesnt know what he is talking about. how is a MP a sniper? just because you know how to shoot with a scope doesnt make you a sniper.
OK nuff of the ranting. the spotter is the most experienced man on the team, the shooter is next followed by the rear security man( yes 3 men). the object you are talking about is called the spotting scope. you can use a ballistics computer, but that just tells you what the environment is like around you, not the objective. you have to look down the spotting scope and judge the wind, elevation and other factors at the objective. I hate it when people lie and say they are snipers when they havent been to DA (Department of the Army) sniper school. That is the only way to earn a sniper tab. ohh by the way that job is only open to 11 series(infantry) and 18 series(special forces). so just keep in mind that a MP is neither of those so can not get into sniper school. A snipers job isnt to shoot people it is to recon and surveillance the objective. very rarely does a sniper shoot. OK now im done ranting.
